C&#243;digos de erro &#8212; pequenos glifos amarelos e carmesins, afiados &#8212; desabrochavam como fungos. Era a Anomalia do </span><em><span>ATP-BR Gateway</span></em><span>. N&#227;o uma queda. N&#227;o uma recusa. Uma falha digestiva persistente.</span></p><p><span>&#8220;Ele n&#227;o est&#225; rejeitando o protocolo&#8221;, disse uma voz ao seu lado. A Dra. Mas a vista pela janela panor&#226;mica era o Brasil puro: o porto ca&#243;tico, vibrante e decadente, e al&#233;m, o verde sem fim.</span></p><p><span>&#8220;Ponte Norte&#8221;, disse Dorian. &#8220;A ponte para o Norte.&#8221;</span></p><p><span>&#8220;N&#227;o &#233; met&#225;fora&#8221;, disse Ari, gesticulando para um esquema na tela central. Ele mostrava dois continentes. Um era rotulado </span><em><span>ATP-GCFT (Global)</span></em><span>, um plano liso e geom&#233;trico. Sob a &#243;tica da sociologia do conhecimento, investiga-se como fatores hist&#243;ricos, pol&#237;ticos e econ&#244;micos moldaram curr&#237;culos que, embora formalmente plurais no Brasil, abrigam hegemonias regionais e disputas locais acirradas entre a Psican&#225;lise, a An&#225;lise do Comportamento e o crescimento recente da Terapia Cognitivo-Comportamental (TCC). No plano internacional, examina-se a perda de centralidade institucional da Psican&#225;lise nos departamentos de psicologia mainstream e a consequente ascens&#227;o do modelo biom&#233;dico e das neuroci&#234;ncias, sem desconsiderar a persist&#234;ncia da matriz psicanal&#237;tica em nichos culturais e geogr&#225;ficos espec&#237;ficos.</span></p><h2><span>Introdu&#231;&#227;o</span></h2><p><span>A universidade n&#227;o &#233; apenas um local de transmiss&#227;o neutra de saberes, mas um campo de for&#231;as &#8212; no sentido bourdieusiano &#8212; onde diferentes correntes te&#243;ricas disputam legitimidade cient&#237;fica, recursos institucionais e o monop&#243;lio da verdade sobre o sofrimento humano. A consolida&#231;&#227;o dos curr&#237;culos de Psicologia reflete diretamente essa din&#226;mica. O objetivo deste trabalho &#233; mapear, historicamente e na contemporaneidade, a sociologia do ensino superior de Psicologia, evidenciando que tanto o suposto &#8220;pluralismo&#8221; brasileiro quanto a &#8220;virada cient&#237;fica&#8221; anglo-sax&#227; escondem tens&#245;es pol&#237;ticas, assimetrias regionais e rearranjos institucionais complexos.</span></p><p><span>&#185; O autor declara que utilizou a ferramenta de Intelig&#234;ncia Artificial Gemini (Google) para suporte na estrutura&#231;&#227;o textual, revis&#227;o gramatical e organiza&#231;&#227;o de t&#243;picos deste manuscrito. Os conceitos, an&#225;lises sociol&#243;gicas e conclus&#245;es s&#227;o de inteira responsabilidade do autor humano.</span></p><h2><span>O Cen&#225;rio Brasileiro: Pluralismo Formal e Hegemonias Localizadas</span></h2><p><span>A regulamenta&#231;&#227;o da Psicologia no Brasil (Lei 4.119/1962) e as Diretrizes Curriculares Nacionais (DCNs) posteriores impuseram um modelo de forma&#231;&#227;o generalista. No entanto, a no&#231;&#227;o de um ecossistema universit&#225;rio homogeneamente plural &#233; uma idealiza&#231;&#227;o. Universidades como a UnB, a USP de Ribeir&#227;o Preto e n&#250;cleos no Centro-Oeste consolidaram a An&#225;lise do Comportamento como a espinha dorsal de seus departamentos. Enquanto corpos docentes est&#225;veis defendem suas respectivas hegemonias hist&#243;ricas nas gradua&#231;&#245;es (sejam elas psicanal&#237;ticas ou comportamentais), a prolifera&#231;&#227;o de faculdades privadas e a demanda por resultados r&#225;pidos criaram uma press&#227;o mercadol&#243;gica massiva pela absor&#231;&#227;o da TCC e das Pr&#225;ticas Baseadas em Evid&#234;ncias (PBE).</span></p><p><span>O estudante brasileiro frequentemente transita por um ambiente de gradua&#231;&#227;o politizado ou focado na subjetividade profunda, para depois buscar, por conta pr&#243;pria na p&#243;s-gradua&#231;&#227;o </span><em><span>lato sensu</span></em><span>, o pragmatismo cognitivo exigido pelas demandas contempor&#226;neas de sa&#250;de suplementar.</span></p><h2><span>Conclus&#227;o</span></h2><p><span>A sociologia da psicologia na educa&#231;&#227;o superior revela que o conhecimento psicol&#243;gico n&#227;o evolui em um v&#225;cuo puramente cient&#237;fico; ele &#233; moldado por conting&#234;ncias geogr&#225;ficas, pol&#237;ticas profissionais e estruturas econ&#244;micas. O Brasil n&#227;o possui um pluralismo pac&#237;fico, mas uma colcha de retalhos de hegemonias regionais em constante disputa. No plano internacional, a Psican&#225;lise n&#227;o desapareceu, mas teve sua geografia institucional alterada, cedendo o controle dos laborat&#243;rios de psicologia para a neuroci&#234;ncia, enquanto preserva seu papel na cr&#237;tica cultural e em ecossistemas cl&#237;nicos espec&#237;ficos. Conventional analyses frame contemporary transformations as a contest between liberal and authoritarian models of development. This paper argues that such a binary is analytically insufficient. The emerging global divide is better understood as one between systems capable of agile governance&#8212;defined not as short-term expediency, but as the adaptive integration of economic dynamism, social sustainability, and ethical legitimacy&#8212;and systems constrained by institutional rigidity or ideological inertia. Drawing on comparative political economy, sustainability discourse, and classical traditions of practical wisdom, the study proposes that the future of globalization will depend on governance forms able to reconcile responsiveness with responsibility, innovation with equity, and national resilience with planetary interdependence. In this perspective, the next phase of global order will be shaped less by ideological supremacy than by the capacity to achieve durable, ethically grounded adaptation under conditions of accelerating change. Reframing the debate in these terms opens space for policy learning across regime types and clarifies the practical stakes of institutional design in an era of shared constraint.</span></p><p><span>Keywords: globalization, governance, adaptive capacity, legitimacy, sustainability, political economy, development</span></p><h3><span>I. The Exhaustion of Old Binaries</span></h3><p><span>Some conversations linger. A few months ago, a friend posed a question that has since refused to settle: if the Western model of globalization appears to be retreating&#8212;its certainties frayed by tariffs, isolationist sentiment, and institutional fatigue&#8212;while a politically illiberal system like China&#8217;s continues to deliver striking material results, then what, exactly, are we meant to learn? The question was not an endorsement of authoritarianism. It was something more unsettling: an honest confusion about what works.</span></p><p><span>That confusion is widely shared. For decades after 1945, the architecture of global order seemed settled. Market openness would expand prosperity. Multilateral institutions would manage interdependence. And beneath both, a quiet assumption held that political convergence&#8212;toward liberal democracy, pluralism, and rights-based governance&#8212;would follow economic integration as reliably as tide follows moon. This was the implicit bargain of the postwar era: openness in exchange for alignment, growth in exchange for gradual political transformation.</span></p><p><span>That bargain is now exhausted. The signals of strain are everywhere. Internally, liberal democracies confront rising inequality, regional decline, and a pervasive distrust of institutions that once commanded broad legitimacy. Externally, the multilateral framework they built faces challenge not only from rival powers but from their own electorates, who increasingly perceive global integration as a threat to sovereignty and livelihood. Meanwhile, across the Pacific, a state-led model has demonstrated capacities that the liberal West struggles to match: infrastructure built at improbable speed, poverty reduction on a historic scale, and policy continuity that outlasts electoral cycles. The contrast has generated a reflexive analytical habit&#8212;one that frames the twenty-first century as a contest between liberal and authoritarian models of development.</span></p><p><span>This paper argues that such a binary is no longer adequate to the world it tries to describe. It obscures more than it reveals. Both systems now confront pressures that defy ideological classification: climate transition, demographic aging, technological disruption, and the erosion of social trust. Both have begun to borrow from each other in practice&#8212;markets here, state planning there&#8212;even as their self-descriptions remain fixed in Cold War categories. And both face a shared question that cuts across regime type: not whether they are liberal or authoritarian, but whether they can adapt rapidly enough to survive the pressures bearing down upon them.</span></p><p><span>The real divide of the twenty-first century, this paper contends, is between systems capable of agile governance and systems constrained by rigidity. Agility, as developed here, is not mere speed or opportunistic flexibility. It is the capacity to integrate economic dynamism with social sustainability, to pursue long-term planning without sacrificing ethical legitimacy, and to reconcile national resilience with the inescapable fact of planetary interdependence. It draws on traditions of practical wisdom that predate the modern ideological contest&#8212;on the insight, as old as Aristotle, that durable political orders require not just power but judgment, not just capacity but legitimacy.</span></p><p><span>To frame the question this way is not to abandon critique. The liberal model&#8217;s internal contradictions remain real; the authoritarian model&#8217;s constraints on dissent and deliberation remain troubling. But critique, to be useful, must identify what is genuinely at stake. And what is at stake, across both systems, is the ability to govern well under conditions of accelerating change. The future of globalization&#8212;whether it fragments into rival blocs or evolves toward a plural, adaptive order&#8212;will depend less on which ideology prevails than on which institutions prove capable of learning, adjusting, and sustaining themselves over time.</span></p><p><span>This inquiry proceeds in seven parts. Section II examines the liberal globalization paradigm with the seriousness it deserves, tracing both its achievements and its structural vulnerabilities. Section III turns to state-led developmental governance, analyzing its strengths and its distinctive forms of fragility. Section IV argues that the liberal-authoritarian binary has become analytically obsolete, pointing to shared pressures and hybrid practices that cut across regime types. Section V develops the paper&#8217;s central conceptual contribution: a definition of agile governance grounded in practical wisdom, resilience theory, and sustainability ethics. Section VI sketches the contours of a post-ideological global order&#8212;plural, layered, and adaptive&#8212;and considers its institutional implications. Section VII concludes by reflecting on what it might mean to govern responsibly under planetary limits.</span></p><p><span>The argument therefore begins with a fair accounting of the model that shaped the world we now inhabit.</span></p><h2><strong><span>II. The Liberal Globalization Paradigm</span></strong></h2><p><span>Before any critique can land, the object of critique must be seen clearly. The liberal globalization paradigm that took shape after 1945&#8212;and accelerated dramatically after 1989&#8212;was not merely an arrangement of policies but a comprehensive vision of how societies should organize themselves, relate to one another, and develop over time. To understand why that vision now falters, we must first understand what it achieved and why it commanded allegiance for so long.</span></p><h3><span>A. Core Principles</span></h3><p><span>At its heart, the liberal model rested on four interconnected commitments. The first was open markets and trade integration. From the Bretton Woods institutions to the World Trade Organization, the premise held that economic exchange across borders would generate mutual gains, discipline inefficient producers, and spread prosperity outward. Tariffs would fall; supply chains would lengthen; comparative advantage would allocate production to its most efficient locations.</span></p><p><span>The second commitment was multilateral governance. The disorders of the 1930s&#8212;competitive devaluations, trade wars, eventual military conflict&#8212;had demonstrated what happened when nations pursued interests in isolation. In response, the postwar order built institutions to manage interdependence: the International Monetary Fund for monetary stability, the World Bank for development finance, the United Nations for political coordination, and later the G7 and G20 for summit-level steering.</span></p><p><span>The third commitment concerned political pluralism and civil liberties. While the economic architecture was meant to be universal, its architects assumed that open economies would eventually support open societies. Freedom of speech, assembly, and press; regular competitive elections; an independent judiciary&#8212;these were not merely Western preferences but understood as the political correlate of market-based prosperity.</span></p><p><span>The fourth commitment involved a specific conception of the state: regulatory but limited. The state would set rules, enforce contracts, and provide social insurance, but it would not own the means of production or direct economic activity from the center. Markets would allocate resources; governments would correct failures and maintain the conditions for market functioning.</span></p><h3><span>B. Historical Achievements</span></h3><p><span>On its own terms, this model delivered. The scale of global growth between 1950 and 2020 has no precedent in human history. World GDP increased nearly tenfold; per capita income more than tripled. Hundreds of millions of people moved from subsistence agriculture to industrial employment, and then to services, in the space of two generations.</span></p><p><span>Technological acceleration accompanied economic expansion. The liberal order rewarded innovation because it allowed ideas to travel, capital to find ideas, and successful firms to scale across borders. The result was a cascade of transformations: containerization that cheapened transport, digital technologies that collapsed information costs, medical advances that extended lifespans across most of the world.</span></p><p><span>The expansion of rights discourse, while uneven and incomplete, was also real. Decolonization, the civil rights movement, feminism, LGBTQ recognition, indigenous rights&#8212;each drew on the liberal vocabulary of dignity and equality, and each achieved gains that would have seemed unimaginable in 1945. The very fact that these movements could press claims within the framework of liberal states testifies to the model&#8217;s capacity for internal critique and reform.</span></p><p><span>Perhaps most consequentially, the period saw the most dramatic reduction of extreme poverty in human history. In 1981, more than 40 percent of the world&#8217;s population lived on less than $1.90 a day. By 2019, that figure had fallen below 9 percent. The largest share of this reduction occurred in Asia, but the trading system that enabled it was fundamentally liberal in design.</span></p><h3><span>C. Structural Contradictions</span></h3><p><span>Yet success carried within it the seeds of backlash. The liberal model contained structural contradictions that became visible only after decades of operation&#8212;and that now threaten its stability from within.</span></p><p><span>The first contradiction was internal inequality amid global growth. While the world as a whole grew richer, returns to capital outpaced returns to labor; winners in global cities pulled away from losers in former industrial heartlands. In the United States, real wages for production and nonsupervisory workers stagnated after 1973 despite rising productivity. In Europe, long-term unemployment became entrenched in regions that lost their industrial base. The gains were real, but they were not shared.</span></p><p><span>The second contradiction was financial instability. Liberalized capital markets, freed from the constraints that had operated during the Bretton Woods era, generated repeated crises: the Latin American debt crisis of the 1980s, the Asian financial crisis of 1997, the global financial crisis of 2008. Each crisis destroyed wealth, disrupted lives, and reinforced the perception that gains were privatized while losses were socialized..</span></p><p><span>The third contradiction was the perceived erosion of sovereignty. As supply chains lengthened and regulatory harmonization advanced, national governments appeared less capable of delivering what their citizens demanded: job protection, border control, cultural continuity. The Brexit referendum, the rise of populist movements across Europe, and the election of Donald Trump all expressed, in different registers, a revolt against constraints that felt imposed from elsewhere.</span></p><p><span>The fourth contradiction&#8212;ecological externalities&#8212;may prove the most consequential. The liberal model treated environmental costs as external to economic calculation. Growth could proceed while emissions accumulated, forests diminished, and biodiversity collapsed, because those losses did not appear on balance sheets. Only now, as planetary systems show signs of strain, are the full costs becoming visible.</span></p><p><span>The liberal globalization paradigm achieved extraordinary things. It lifted more people from poverty faster than any system in history. It enabled technological advance and expanded the horizons of human freedom. But success without resilience produces backlash. Success without resilience produced backlash, and that backlash now threatens the very institutions that made success possible.</span></p><p><span>The state-led developmental model demonstrated what concentrated, sustained, strategic direction can accomplish. It built infrastructure at improbable speed, reduced poverty on historic scale, and climbed technological ladders with disciplined patience. But capacity without ethical legitimacy faces long-term limits. Systems that cannot hear dissent, that filter information through hierarchy, that depend entirely on continued performance for their authority may find themselves brittle precisely when adaptability is most needed.</span></p><p><span>Both models now confront pressures neither was designed to handle: climate transition, demographic aging, digital transformation, and the erosion of social trust. Both have begun, in practice if not in self-description, to borrow from each other. The real divide is no longer between ideological types but between systems capable of adaptive, legitimate, sustainable governance and those constrained by rigidity, capture, or exhaustion.</span></p><p><span>Agile governance, as developed here, denotes the capacity to detect emerging problems before they become crises, to experiment without paralysis, to learn across ideological boundaries, to sustain legitimacy through change, and to reconcile short-term pressures with long-term requirements. It draws on traditions of practical wisdom that predate the modern ideological contest&#8212;on the insight that durable political orders require not just power but judgment, not just capacity but justification, not just growth but stewardship.</span></p><p><span>The institutional implications are not utopian. The next globalization will be plural, hybrid, and layered&#8212;or it will fragment. It will require flexible multilateralism that accommodates deep difference while enabling necessary coordination. It will depend on regional experimentation that generates models others can adapt. It will demand hybrid economic governance that mixes markets and states in pragmatic combinations tailored to circumstance. And it will need to treat ethical legitimacy as a component of stability, not an ornament to power.</span></p><p><span>The survival of globalization as a framework for managing interdependence depends on learning rather than dominance. No single system holds all answers. The liberal democracies must learn from developmental states how to plan strategically and sustain commitment across time. The developmental states must learn from liberal democracies how to incorporate feedback, tolerate dissent, and build legitimacy that outlasts performance. Both must learn from traditions-ecological, philosophical, indigenous-that have long insisted on limits that modern ideologies forgot.</span></p><p><span>Governance under planetary limits is not a technical problem awaiting technical solution. It is a permanent condition of the human future. The question is not whether limits exist but whether the systems  we have built can acknowledge them,  adapt to them, and organize  cooperation across them.  Responsibility across civilizations means recognizing that we share not only  a planet but a predicament. No wall keeps out rising seas. No ideology dissolves ecological constraint. No system escapes the need to learn.</span></p><p><span>Those that learn faster than they alienate,  that innovate without fragmenting, that grow without exhausting, are most likely to endure. Others may find their margins for error narrowing  over time.  The twenty-first century will be shaped less  by ideological supremacy than by the capacity to achieve durable, ethically grounded adaptation under conditions of accelerating change. They prioritized </span><strong><span>adaptability over detailed planning</span></strong><span>, a </span><strong><span>collaboration with the client on contract negotiation </span></strong><span>and, fundamentally, </span><strong><span>individuals and interactions over processes and tools</span></strong><span>. The essence of Agile lies in delivering value in small, frequent steps.iterations, allowing teams to quickly adapt to change and learn continuously. However, for a long time, these methodologies were seen almost exclusively as corporate tools, confined to the walls of tech startups and large innovative companies.</span></p><p style="text-align: justify;"><span>The idea that such powerful principles could be applied to the personal sphere seemed, at first glance, somewhat unusual. After all, life is not like a software project with a </span><em><span>deadline </span></em><span>and a set of well-defined requirements. However, a deeper analysis reveals that the challenges of personal life&#8212;the uncertainty of the future, the need to adapt, the search for meaning, and the struggle against procrastination&#8212;echo the complexities of business projects. This is where the metaphor of </span><strong><span>Agile Ariadne&#8217;s Thread </span></strong><span>becomes so powerful. In Greek mythology, Ariadne gave Theseus a ball of yarn so he could find his way back from the labyrinth after defeating the Minotaur. The yarn didn&#8217;t dictate the path to be taken, but it offered a reliable guide for navigating a confusing and dangerous environment. If the &#8220;product&#8221; (the new career) shows potential, you can invest more resources and time. If not, you can pivot quickly, without having lost years of your life.</span></p><p style="text-align: justify;"><span>The application of agile methodologies in personal life demonstrates a paradigm shift: from a deterministic approach, where one tries to control everything, to an </span><strong><span>adaptive approach</span></strong><span>, where you embrace uncertainty and build your path as you go.
